    Abstract

    The article analyzes the new court-ordered debt regime established by EC No. 136/2025 and the filing of ADI 7,873. It discusses the replacement of SELIC by IPCA as a monetary correction index, the limits on budget transfers for payment of judicial debts, and the removal of limits for discounts in direct settlements, evaluating the impact of these measures on property rights and legal certainty.
