      Abstract

      The article analyzes the judgment of ADI 6,085 by the STF, which discussed the formal constitutionality of Law No. 13,714/2018. The focus lies on the violation of the bicameral legislative process, as substantive amendments inserted by the Senate did not return to the Chamber of Deputies (initiating House) for further consideration. The text explores the tension between institutional efficiency and federative balance in the Brazilian bicameral system.
